What is the change? Since 1 July 2020, you are charged 100 per cent of the agreed support price if you do not attend your service or cancel a service at short notice. The NDIA temporarily increased the cancellation rate from 90 per cent to 100 per cent in response to the COVID-19 pandemic.
This change is permanent from 1 July 2020. Since 1 July 2020, the definition of short notice cancellations returns to 2 business days for most supports.
How does it affect me? Cancellation charges of 100 per cent will apply if you do not attend your service or support booking, or if you cancel at short notice.
Since 01/07/2020, two business days' notice required.
You should read the service agreement you have with your provider as it may have more information about cancellations.

Important message for current Queensland Community Care service users

Many people have moved to the NDIS, but others may be experiencing delays. For this reason, the Department of Communities, Disability and Seniors will ensure existing Queensland Community Care clients at 30 June 2019 will continue to receive their service under the new Queensland Community Support Scheme.
If you are eligible for the NDIS in the future, you will transition to the national scheme at that time.
Existing Queensland Community Care Program service users do not need to test their eligibility with the NDIS to transition to the new Queensland Community Support Scheme.
If you are a current service user and experiencing difficulty or concern about moving from the Queensland Community Care Program to the new scheme, or the NDIS, for advice and support please contact Queenslanders with Disability Network (QDN) by calling 1300 363 783 or (07) 3252 8566.
If you are eligible for the NDIS, you can make an access request to the NDIS at a future point. QDN will be available until 30 September 2019 to assist a limited number of people with this access process.

Info on Medical Aids Subsidy Scheme in Queensland:
The NDIS rolled out in Queensland 30 June 2019. It is expected that from 1 July 2019 the NDIS will assume funding services for eligible people with a disability aged under 65 years. If you live in an area that has transitioned to NDIS then you will need to make application to NDIS as responsibility has transferred to NDIS.
MASS will continue to provide subsidy funding for MASS eligible Queensland residents who are not eligible for NDIS. If you are eligible for NDIS, and require aids and equipment for a health condition and not your disability (e.g. Home Oxygen), MASS can provide subsidy funding subject to eligibility in accordance with the MASS Guidelines.
Because the NDIS rollout is scheduled to be completed by 30 June 2019, MASS has set cut-off dates for applications to ensure that all orders are delivered to clients by 30 June 2019 and invoices are in the MASS system for payment.
In addition, MASS is a registered provider for the NDIS. So, if you are an NDIS participant with an approved support plan, MASS can provide you with co-ordination of your aids and equipment (provided they are approved in your NDIS plan and managed by NDIA). If you are under 65 years old, as part of your MASS application, you will need to provide MASS with a copy of your letter from the NDIS, regarding your eligibility.

If your MASS application has not been finalised make sure you include the aids/equipment on the application as part of your NDIS plan. You can then nominate MASS to supply that aid/equipment under your NDIS plan and you should experience a smooth transition. NDIA will work with MASS to finalise the requested equipment. If you do not include the aid/equipment on your MASS application (not finalised) in your plan then you will not be able to receive that aid/ equipment until a review of your plan is carried out and the aid/equipment is included. This may cause lengthy delays. If MASS has not placed an order for the aid/equipment it becomes an NDIS funding responsibility and should be in your plan.

There are many factors that influence how much you should include in your NDIS plan for R&M and any MASS advice would not be comprehensive. The amount you need to allow depends on how complex your aid/equipment is and your lived experience. The more complex the higher your amount e.g. some controllers cost over $2,000 to replace. If it is a new aid/equipment the warranty should cover most issues during the first year. However, you should still include an amount for incidental items that may fall out of the warranty i.e. accidental damage. As your aid/equipment ages MASS recommends that you increase the annual amount and include an amount per item of equipment.
If you are not eligible for the NDIS, MASS will provide aids/ equipment to you if you meet the eligibility criteria per the MASS Guidelines. As part of your MASS application, you will need to provide MASS with a copy of your letter from NDIS, regarding your eligibility.
Clients with a disability will receive more from NDIS than they would from MASS and, for the client’s benefit, MASS would expect clients to seek a review of any decision that rejects access if they have one of the following:
• Acquired Brain Injury
• Amputation
• Cerebral Palsy
• Spinal Injuries
• Developmental Delay
• Spina Bifida
• Degenerative Neurological Condition
Can I choose to have MASS as a service provider for my aids/ equipment on my NDIS Plan? Yes. MASS is a registered provider for the NDIS and can continue to provide you with co-ordination of your aids/equipment support needs approved in your NDIS plan (e.g. placing orders for new aids/ equipment, or organising repairs and maintenance). If the services required are managed by the agency (NDIA) you are able to request that MASS is your nominated service provider for aids/equipment, repairs and maintenance and continence products.
Question: I need aids/ equipment before I am discharged from hospital. I have registered for the NDIS however my plan has not been finalised. Who funds the aids/ equipment?
Answer: If the aids/equipment is required for a medical condition then it will follow the normal MASS process. However, if the aids/equipment is required due to a disability MASS will consider these applications on a case by case basis if you live in an area that has not transitioned to NDIS.

Mobility Scooter Registration:
Queensland Transport requires a mobility scooter or motorised wheelchair used by a person with a disability on a road, or footpath, to be registered.
It is free, if you can provide Queensland Transport with a certificate/statement/ letter from either a medical practitioner, a registered occupational therapist or a registered physiotherapist confirming that due to a physical or medical condition the person’s mobility is severely impaired and they require the use of a motorised wheelchair for assisted travel. Ask your supplier to provide you with an invoice showing the serial number, make and model of your new mobility scooter, so you can easily apply for registration of your scooter with Queensland Transport.

What is the change? Since 1 July 2020, you are charged 100 per cent of the agreed support price if you do not attend your service or cancel a service at short notice. The NDIA temporarily increased the cancellation rate from 90 per cent to 100 per cent in response to the COVID-19 pandemic.
This change is permanent from 1 July 2020. Since 1 July 2020, the definition of short notice cancellations returns to 2 business days for most supports.
How does it affect me? Cancellation charges of 100 per cent will apply if you do not attend your service or support booking, or if you cancel at short notice.
Since 01/07/2020, two business days' notice required.
You should read the service agreement you have with your provider as it may have more information about cancellations.

Important message for current Queensland Community Care service users
The National Disability Insurance Scheme (NDIS) is now available across Queensland. As a result, from 1 July 2019 the Queensland Community Care Program was replaced by the Queensland Community Support Scheme.
Many people have moved to the NDIS, but others may be experiencing delays. For this reason, the Department of Communities, Disability and Seniors will ensure existing Queensland Community Care clients at 30 June 2019 will continue to receive their service under the new Queensland Community Support Scheme.
If you are eligible for the NDIS in the future, you will transition to the national scheme at that time.
Existing Queensland Community Care Program service users do not need to test their eligibility with the NDIS to transition to the new Queensland Community Support Scheme.

Info on Medical Aids Subsidy Scheme in Queensland:
The NDIS rolled out in Queensland 30 June 2019. It is expected that from 1 July 2019 the NDIS will assume funding services for eligible people with a disability aged under 65 years. If you live in an area that has transitioned to NDIS then you will need to make application to NDIS as responsibility has transferred to NDIS.
MASS will continue to provide subsidy funding for MASS eligible Queensland residents who are not eligible for NDIS. If you are eligible for NDIS, and require aids and equipment for a health condition and not your disability (e.g. Home Oxygen), MASS can provide subsidy funding subject to eligibility in accordance with the MASS Guidelines.
Because the NDIS rollout is scheduled to be completed by 30 June 2019, MASS has set cut-off dates for applications to ensure that all orders are delivered to clients by 30 June 2019 and invoices are in the MASS system for payment.
In addition, MASS is a registered provider for the NDIS. So, if you are an NDIS participant with an approved support plan, MASS can provide you with co-ordination of your aids and equipment (provided they are approved in your NDIS plan and managed by NDIA). If you are under 65 years old, as part of your MASS application, you will need to provide MASS with a copy of your letter from the NDIS, regarding your eligibility.

If your MASS application has not been finalised make sure you include the aids/equipment on the application as part of your NDIS plan. You can then nominate MASS to supply that aid/equipment under your NDIS plan and you should experience a smooth transition. NDIA will work with MASS to finalise the requested equipment. If you do not include the aid/equipment on your MASS application (not finalised) in your plan then you will not be able to receive that aid/ equipment until a review of your plan is carried out and the aid/equipment is included. This may cause lengthy delays. If MASS has not placed an order for the aid/equipment it becomes an NDIS funding responsibility and should be in your plan.

There are many factors that influence how much you should include in your NDIS plan for R&M and any MASS advice would not be comprehensive. The amount you need to allow depends on how complex your aid/equipment is and your lived experience. The more complex the higher your amount e.g. some controllers cost over $2,000 to replace. If it is a new aid/equipment the warranty should cover most issues during the first year. However, you should still include an amount for incidental items that may fall out of the warranty i.e. accidental damage. As your aid/equipment ages MASS recommends that you increase the annual amount and include an amount per item of equipment.
If you are not eligible for the NDIS, MASS will provide aids/ equipment to you if you meet the eligibility criteria per the MASS Guidelines. As part of your MASS application, you will need to provide MASS with a copy of your letter from NDIS, regarding your eligibility.
Clients with a disability will receive more from NDIS than they would from MASS and, for the client’s benefit, MASS would expect clients to seek a review of any decision that rejects access if they have one of the following:
• Acquired Brain Injury
• Amputation
• Cerebral Palsy
• Spinal Injuries
• Developmental Delay
• Spina Bifida
• Degenerative Neurological Condition
Can I choose to have MASS as a service provider for my aids/ equipment on my NDIS Plan? Yes. MASS is a registered provider for the NDIS and can continue to provide you with co-ordination of your aids/equipment support needs approved in your NDIS plan (e.g. placing orders for new aids/ equipment, or organising repairs and maintenance). If the services required are managed by the agency (NDIA) you are able to request that MASS is your nominated service provider for aids/equipment, repairs and maintenance and continence products.
Question: I need aids/ equipment before I am discharged from hospital. I have registered for the NDIS however my plan has not been finalised. Who funds the aids/ equipment?
Answer: If the aids/equipment is required for a medical condition then it will follow the normal MASS process. However, if the aids/equipment is required due to a disability MASS will consider these applications on a case by case basis if you live in an area that has not transitioned to NDIS.

Mobility Scooter Registration:
Queensland Transport requires a mobility scooter or motorised wheelchair used by a person with a disability on a road, or footpath, to be registered.
It is free, if you can provide Queensland Transport with a certificate/statement/ letter from either a medical practitioner, a registered occupational therapist or a registered physiotherapist confirming that due to a physical or medical condition the person’s mobility is severely impaired and they require the use of a motorised wheelchair for assisted travel. Ask your supplier to provide you with an invoice showing the serial number, make and model of your new mobility scooter, so you can easily apply for registration of your scooter with Queensland Transport.

Do I need a licence to drive a mobility scooter?
- No. A mobility scooter driver is not required to be licenced. Howeever you will need to have the necessary physical and cognitive skills to operate and maneuver a mobility scooter safely
- An occupational therapist or doctor can help assess a potential scooter buyers abilities
- a list of attributes you will need:
- · Enough hand strength and movement to use the controls and steer the scooter. You also need to be able to turn your head to look to the side and behind you.
- · Balance when driving the scooter on bumpy or rough ground, plus the ability to sit for long periods and move the position of your body when going up and down inclines.
- · Sufficient vision and hearing to notice vehicles and pedestrians approaching, and to judge distances.
- · The ability to concentrate for the entire period you are operating the scooter and to react quickly enough to stop and turn suddenly if necessary.
Does a Mobility Scooter have to be registered?
- Yes. It is compulsory to register your mobility scooter in Queensland if you intend to drive it on the footpath, to cross roads or drive on the side of the road where the footpath is unsuitable. Enhanced support to older Queenslanders during COVID-19
Home Assist Secure will provide extended services to eligible older Queenslanders and people with a disability who need extra support to remain in their homes, self-isolate and continue to access essential services.
As well as home maintenance, repairs and modification work that Home Assist Secure already delivers, service providers can offer further assistance including:
Deliveries of essential items
Home Assist Secure will work with you to ensure that you can access essential items such as groceries, medication, and health products, while you are impacted by COVID-19 restrictions. Your local provider can offer contact-less delivery (knock and drop-off), if required.
Regular welfare checks
Home Assist Secure will conduct regular welfare checks if you require to ensure you’re well, have food and medication and are coping with isolation.
Referrals to community support services
Home Assist Secure will connect you to referrals for mental health support, cleaning services and other support services required.
Subsidised assistance
If you’re eligible, you may receive a financial contribution towards labour costs for minor home maintenance or modifications that both:
- relate to your health, safety or security
- need to be done so you can remain in your home.
This assistance may include:
- yard and outside maintenance
- small repairs and maintenance
- smoke alarm-related jobs, e.g. installation, battery changes, vents cleaning
- jobs, repairs and maintenance requiring a licensed tradesperson (e.g. an electrician).
To be eligible, you must meet all these criteria:
- at least 60 years old or of any age with a disability
- a Pensioner Concession Card holder
- unable to complete the work yourself because it requires technical expertise or is a risk to your health and safety
- unable to use alternative assistance, such as through:
- the Commonwealth Home Support Program
- the Department of Veterans’ Affairs
- family or friends.

But you need to remember that each club has strict policies to ensure money raised by the public is sensibly spent. That means before approaching them, you need to do some work to make sure you can answer their questions and satisfy their policies.
To maximise your chances (and save time) you need:
a) A specific explanation of what you need money for
b) Three quotes to show you know exactly what the cost will be
c) An ability to show why this expense won’t fit in your budget.
d) Have this information prepared before you approach the club to speed up decision making and ensure you're well positioned to get what you're asking for.
