Commonwealth Home Support Programme Services:
for those over 65 years of age: -
The Commonwealth Home Support Programme (CHSP) provides basic maintenance, support and care services to assist people to remain in the community. The services focus on supporting different areas of need that an individual may have due to a limitation in their ability to undertake tasks of daily living and are defined below.
The Commonwealth Home Support Programme will help older people living in the community to maximise their independence. Through the delivery of timely, high quality basic support services centred around each person’s individual goals, preferences and choices – and underpinned by a strong emphasis on wellness and re-ablement – the programme will help its clients stay living in their own homes for as long as they can and wish to do so. In recognition of the vital role that carers play; where the older person has a carer, the programme will support that care relationship.
The Programme deals with:
provide timely, basic home support services to frail older people and their carers, to help them remain living independently in the community - with people requiring higher levels of care eligible for Home Care Packages or residential aged care;
streamline the home support system in order to cut red tape for providers and improve access for clients;
increase sustainability through a more consistent approach to client fees;
be underpinned by a wellness and re-ablement philosophy;
be accessed through My Aged Care; and
continue to build, and be informed by, a robust evidence base;
The Federal Government’s proposed merger of the Commonwealth Home Support Program and home care packages has been pushed back until July 2020, budget papers show.

Meals, transport and home modification services are not to be subject to the application of the cap, as the expenses related to them are either part of everyday usual household expenditure, or are of a one-off nature.
All clients should be informed of the fees applicable to them at the time of assessment or commencement of the service.

Restorative care is likely to be appropriate for a smaller sub-set of CHSP clients where assessment indicates that a person has potential to make a functional gain.
An illustrative list of the kinds of therapies and services that could be provided under a restorative care approach include:
• physiotherapy;
• podiatry;
• occupational therapy;
• diversional therapy;
• nursing services;
• speech pathology;
• social work;
• dietetics;
• preventative therapies (such as falls prevention);
• exercise physiology;
• orientation and mobility specialists; and
• personal services (such as continence assistance).

CARER ASSESSMENT - questions...
To be assessed at the same time as assessing the needs of the person they care for, and that the needs of both parties can be taken into account when determining the suitable service response.
Takes into account the intensity of care required by the client and other factors related to the needs and circumstances of the carer and the caring relationship:
o the availability of other informal support to the carer, such as other family members, friends or volunteer groups;
o the availability and use of other services to support the carer and/or client, for example, home help, delivered meals, child care, or disability support services;
o whether the client’s condition is deteriorating;
o the carer’s own physical and mental health status;
o other demands on the carer, such as other family responsibilities;
o the number of people cared for;
o the nature of the relationship between the carer and the client, where this is considered to threaten the health and well-being of either; and
o the financial status of the carer in terms of their ability to purchase respite care elsewhere, and taking into account the direct costs of care borne by the carer.

Aged Care Fees Policy:
1. All clients assessed as having the capacity to pay are to be charged fees. This should be done in accordance with a scale of fees appropriate to their level of income, amounts of services they use, and any changes in circumstances.
2. Inability to pay cannot be used as a basis for refusing a service to people who are assessed as requiring a service.
3. Aged care funded service providers should charge the full cost of the service where clients are receiving, or have received; compensation payments intended to cover the cost of community care.
4. Clients with similar levels of income and service usage patterns should be charged equivalent fees for equivalent services.
5. Clients with high and/or multiple service needs are not to be charged more than a specified maximum amount of fees in a given period, irrespective of the actual amounts of services used.
